ENV-06 // HAZARDOUS CHEMICALS
Major Hazard Control Document (DPBB)
Workplaces that hold hazardous chemicals above the threshold quantities are classed as having a major hazard potential and must prepare a major hazard control document. We inventory your chemicals against the thresholds, assess the major accident scenarios, and prepare the document together with the emergency response plan, ready for submission to the manpower authority.
WHO IT IS FOR
Plants, warehouses, and terminals that store or use hazardous chemicals, such as chemical and petrochemical plants, fuel and gas depots, fertiliser and pulp mills, and water treatment facilities that use chlorine.
WHEN YOU NEED IT
A chemical inventory that may exceed the threshold quantities, a new storage tank or chemical, a supervision visit from the manpower authority, or a parent company or insurer requirement.
WHAT YOU RECEIVE
- Chemical inventory and classification against the threshold quantities
- Determination of the hazard potential level (major or medium)
- Identification and assessment of major accident scenarios
- Major hazard control document including the emergency response plan
- Gap list for related obligations, such as chemical safety roles, safety data sheets, and labelling
WHAT WE NEED FROM YOU
- Chemical inventory with maximum quantities and storage locations
- Safety data sheets for each chemical
- Process and storage layout drawings
- Existing emergency response plan and incident history
FREQUENTLY ASKED QUESTIONS
How do we know whether we have a major hazard potential?
It depends on the quantity of each hazardous chemical compared with the threshold quantity set in the regulation. We do the inventory and the calculation first, so you only prepare the documents your site actually needs.
Is this the same as a HAZOP?
No. The control document covers the whole site and its major accident scenarios, while a HAZOP studies the process design in detail. For process plants the two work together, and HAZOP findings can feed the control document.
